I’m not surprised he’d dismiss them. To him they’re a bunch of superstitious yokels who Siobhan was trying to keep from creating problems. Not somewhere the Sebastien he knows would have any association with besides the general connection with the Raven Queen. He could have sought them out for a way to contact her but he’s got no reason to think their way is any faster than the one he was given.

That makes sense it’s just to me an organization that tracks everything about the Raven Queen religiously would seem like a logical place to look for information on someone with a direct connection to the Raven Queen.

Lacer, for all his attempts to see the truth, has the same biases as other humans. He has blind spots.
If he thinks the cult is ridiculous he would probably assume that Siobhan and Sebastien would find it similarly so and would avoid that place. He wouldn’t really think that Siobhan would allow herself to be tracked by them when even the Red Guard can’t track her.

Everyone else in the room other than the director seemed to be either a direct combat or support specialist and it was noted that Hite could hold his own in the prequel chapter where we see the betting start. Then on top of that they activated their highest level of wards to keep everyone else from knowing what was up. I took that to mean that everyone in the room was going to be actively involved in the mission. Hite probably has a large bag of tricks that the Red Guard thinks might be useful for this kind of thing.

My current theory is that the Red Guard will try to take advantage of this opportunity and either fail but see something to suggest the Raven Queen may have the capability to succeed or discover Red Sage dropped one of their first prophecies in favour of one related to the Raven Queen / as a ploy to get her to come speak with the Red Sage.
While they are away initially Siobhan will have a little time to get things squared away explaining her and Sebastian’s absence etc and maybe catching up with Liza ( if she’s back)
Other ideas:
Assuming she comes across the Architect (Edgar) again, could she see what ails him from the spirit realm, or potentially speak to a lucid version of him there?
Similarly, could she help cure the old friend Liza visits and cares about where we met Edgar? [Can’t take credit for this idea, a friend brought it up when chatting about the chapter earlier]
Could a jaunt into the spirit realm be the solution to her lengthy costume change routine etc when switching forms? Popping in and out of there in different locations sure beats the carriages etc for ditching a tail!

I love the idea of her getting so casual with popping into the spirit realm that she just uses it for costume changes 
It would be cool if she can bring people with her (while holding on to them) in case she ever needs to rescue someone again.

If Hite is enough of a scumbag he would do it without permission…
…which brings to mind the fact that people have been disappearing. The UO even saved someone in the process of being kidnapped.
Maybe she can get proof of Hite’s misdeeds and then take care of him as a favour to the RG.
Consider the wording here. A citizen, not citizens plural. And I doubt he’d be willing to put in so much effort for some random civilian. He’d want someone particularly likely to succeed. Like, say, someone special enough to catch the eye of the Raven Queen…
My bet is on Hite kidnapping Sebastien (without permission), and her exiling him to the Spirit Realm. Red Guard or not, I doubt he has a way to get back from that.
