I mean, I knew Lacer was OP … but not this OP! What has S. gotten into? He’s gotta be Archmage Lacer, right? Is the curse a bluff? The real deal? What did he do that was worse than this?

That quote reinforce my suspicion that yes he has the skill/capability to be one (or at the very least he is close to being one).
And as shown in this chapter he’s a big wild card, we knew that already but he just took it to another level right there so that probably is the biggest reason he’s not an Archmage yet if he meet the magical requirements.
This seem like a major escalation, surely, if the curse is real, other professors or the Crown mages may notice it. And the High Crown just meet Lacer, a man he’s clearly wary of, seemingly without artifacts and specialists shadowing him is bizzare.
I think there were specialists; they were entirely helpless:

Sebastien realized it was true. One part of her senses was still encompassed by the Plane of Radiance, but other than her, Professor Lacer, and the High Crown himself, no one else seemed to be aware of what was going on in the real world at all. Even the High Crown’s heir, sitting on the stands to his left, was staring wide-eyed at nothing, still and oblivious.
Whatever Lacer did (stop time? use a powerful mental effect?) S. was unusually lucky to see it.
Well we know will activated artifacts and also magic triggered artifacts barely even exist, so with the guards transfixed and the crown paralysed this seems to make sense, the curse i believe is a trick which thaddeus hopes the reven queen will guess at, so basically the king either accuse thaddeus of nothing and seems unhinged or he will die from the curse.
In a world where magic detection is so primitive there’s barely anyway to uncover a lethal all encompassing curse like that
I think it’s possibly an inherent effect of the plain of radiance that got passed with the spell, thaddeus simply protected himself and the king against it, the king only partially, meanwhile S blocked the effect which passes through light which her shadow apparently could absorb, either that or thaddeus wanted Sebastian to know
